Morris County adopts amendment to Solid Waste Management Plan to add transport and disposal contracts for two transfer stations

The Morris County Board of County Commissioners conducted a public hearing and adopted an amendment to the Morris County Solid Waste Management Plan on Nov. 5, 2025. The amendment, dated August 2025, adds language to include contracts for the transportation and disposal of all solid waste received at the Mount Olive transfer station and at the Parsippany–Troy Hills transfer station.
County counsel and staff introduced supporting exhibits (Exhibit A: the proposed plan amendment dated Aug. 25, 2025; Exhibit B–F: supporting resolutions, transmittal letters to mayors and agencies, and affidavits of publication). The clerk read the resolution memorializing receipt of oral testimony and written exhibits and stated that the amendment 'is hereby adopted.' The clerk also directed that certified copies be sent to those who objected in writing and that the board submit the required materials to the New Jersey Department of Environmental Protection.
Commissioner John Kriecus moved adoption and Deputy Director Steven Shaw seconded. The clerk conducted a roll-call vote; six commissioners voted in the affirmative and Commissioner Douglas Cabana was recorded absent. The motion passed and the amendment became effective immediately, subject to submission requirements to objectors and the Department of Environmental Protection.
