Morris County commissioners adopt $1.6M radio site appropriation and raise railroad maintenance fund to $450,000

The Morris County Board of Commissioners voted Dec. 3 to adopt two ordinances on second and final reading that county officials say fund communication and railroad maintenance work.

The first ordinance, identified in the meeting as "20 24-38," appropriates $1,600,000 from the reserve for the "Kenny White communication system fund" to add a radio site to the existing "Morse Canada" radio system, including equipment and installation for the Department of Law and Public Safety. The public hearing was opened and closed with no speakers, a commissioner moved to adopt the measure, and the ordinance passed by roll call, with Mister Myers, Commissioner Crickus, Commissioner mister Angelo, Deputy director Shaw and Director Sellin recorded as voting yes.

The board then took up Ordinance "20 24-39," described as amending ordinance number "953650" (adopted 03/22/2023; amended 05/14/2025) to increase the appropriation from the reserve for the railroad maintenance fund from $200,000 to $450,000 for replacement and maintenance of county railroad systems. That public hearing also drew no in-person speakers; a motion to adopt on second and final reading was made and seconded and passed on roll call (Commissioner Crickus, Deputy director Shaw, Commissioner Mastrangelo, Commissioner Myers and Director Sellen recorded as yes).

Both measures were advanced without debate at the meeting. The board indicated the ordinances supersede prior versions introduced earlier in the year; the first ordinance was said to supersede "20 25-37" as introduced on Nov. 5, 2025. The clerk recorded the formal roll calls for both adoptions.

The ordinances will take effect according to the county’s usual post-adoption procedures unless otherwise specified in the ordinances themselves.
