MORRISTOWN, N.J. — The Morris County Board of Commissioners on a January meeting introduced seven bond ordinances on first reading that together fund a series of capital projects across the county.
The ordinances, presented by the board’s chair as products of a months-long capital budget committee process with professional staff, cover road and railroad improvements, bridge and drainage projects, park repairs, replacement of vehicles and equipment, information-technology upgrades and purchases for the sheriff’s office. Each ordinance was introduced by title and approved for first reading on roll call; the board scheduled second readings for February.
Among the measures introduced were: - Bond Ordinance 2026-1, providing for road and railroad improvements, appropriating $11,721,623 and authorizing the issuance of bonds or notes to finance part of the cost. - Bond Ordinance 2026-2, providing for bridge and drainage design and construction projects, appropriating $5,720,916 and authorizing issuance of $5,447,000 in bonds or notes. - Bond Ordinance 2026-3, providing for maintenance and repairs at county park facilities, appropriating $951,000 and authorizing issuance of $905,000 in bonds or notes. - Bond Ordinance 2026-4, providing for replacement and purchase of vehicles and equipment for the Department of Public Works Motor Services Center, appropriating $1,349,000 and authorizing issuance of $1,284,000 in bonds or notes. - Bond Ordinance 2026-5, providing for computer network, system and equipment upgrades for the Department of Information Technology, appropriating $1,858,115 and authorizing issuance of $1,769,000 in bonds or notes. - Bond Ordinance 2026-6, providing for replacement and purchase of various equipment and vehicles for the Morris County Sheriff’s Office, with appropriation language recorded in the minutes (amount shown in the transcript as $1,220,000 with additional text garbled); the ordinance authorizes issuance of bonds or notes to finance part of the cost. - Bond Ordinance 2026-7, providing for study, review, improvement or decommissioning of structures for the Morris County Park Commission, appropriating $1,518,500 and authorizing issuance of $1,445,000 in bonds or notes.
The chair described the ordinances as the result of “many months” of work by the capital budget committee with county staff. Each measure was moved, seconded and advanced by roll call vote. The board did not adopt any of the ordinances at final reading at this meeting; the ordinances will return for second reading in February.
The clerk read the meeting notice at the start of the session, noting postings on the county website and availability of written comments submitted in advance; none were received for this meeting.
The board’s introduction of the ordinances begins the formal process that will include a second reading and opportunity for further public input before any bond issuance or project contracts are finalized.
