Morris County commissioners outline budget timeline, public-works repairs and human-services outreach

Morris County commissioners used Tuesday’s work session to update the public on several operational items, including the county budget calendar, planned rail-crossing repairs, and human-services emergency response during recent storms.
Budget: The budget committee reported the county will introduce the 2026 budget at the Feb. 25 meeting with planned adoption on March 25. Summary sheets and a public presentation will be circulated before the Feb. 25 public meeting.
Rail crossings: County administration said the county should receive $360,000 in state funds to repair railroad crossings at Mercer Street and Union Street in Dover. The announced work includes removal of existing pavement crossings, replacement of track, and installation of new sidewalk pavement; two related resolutions to appropriate the funding appear on the meeting agenda for approval.
Human services and storm response: The human-services division reported that in 2025 its nutrition programs delivered 325,400 meals to Morris County seniors: about 55,000 congregate meals, 253,000 regular home-delivered meals, and 18,000 weekend deliveries. Staff also conducted wellness checks during a recent winter storm and coordinated with OEM and Homeless Solutions to expand shelter and day-center access.
Infrastructure and utilities: The board noted watermain work and other utility coordination: a contract for Howard Boulevard and Mount Arlington watermain work was awarded to John Garcia Construction and an upcoming phase of construction is scheduled to begin in early 2026. The public-works update also described geotechnical findings at the courthouse site (soils not conducive to building, removal of old dry wells) and near-term footing work for elevators.
Other items: The MUA announced four 2026 household drop-off dates for hazardous-waste/collection events. Administrators also called attention to Resolution 166, the public notice to begin a competitive sale process for the Morrisview property, which follows prior board discussion.
