Marie Doherty said she submitted changes to better reflect her statements and offered to revise them if colleagues found the language problematic; other council members said the edits altered tone in ways they did not support. After the first motion failed, a new motion to approve the consent agenda with the minutes unchanged passed on roll call and the mayor announced the consent agenda had been approved.
