Trustees stress de-escalation as they approve restraint and isolation policy updates

Granite Falls trustees spent substantial time on Aug. 28 discussing proposed amendments to the district’s restraint and isolation policy before approving the first and second reading. The board framed the revisions around minimizing physical interventions, improving debriefs and ensuring reporting to OSPI.

Several trustees voiced concern about any use of restraint or isolation and urged proactive plans to prevent escalation. One trustee said such interventions can cause lasting harm and urged that "people are not...replaceable" as a reason to avoid physical interventions whenever possible. Special-education and administrative staff described current reporting practices and said the district submits annual restraint/isolation data to OSPI; they noted the policy clarifies definitions and reporting requirements so that lost instructional time (for example, sending a student out of class) counts as isolation and must be monitored.

Trustees discussed supports for staff and paraeducators, debriefing needs after escalations and the challenge of balancing safety for other students with the needs of an individual student. Administrators said they will continue to use team meetings to create individualized plans for students who repeatedly escalate, and they will pursue better supports and debriefing time for staff.

The motion to approve the first and second reading of the restraint/isolation policy passed by voice vote. The board directed staff to provide follow-up information about annual restraint/isolation reporting, debrief processes and any recommended changes to training or staffing to reduce the need for physical interventions.

Next steps: staff will pull OSPI reports and return with the most recent reporting data, propose a debrief schedule and recommend supports intended to reduce future occurrences.
