Bluff officials spent substantial time at their Feb. 19 joint work session on code enforcement: how reports are received, what the town can realistically enforce and what consequences are appropriate.
Commissioners described a pattern of neighbor disputes, unpermitted work and animal complaints and said the current mix of letters and building-department actions is inconsistently applied. One commissioner noted that, under municipal code, the mayor holds responsibility until a formal code-enforcement officer is hired, and some enforcement currently defaults to the building department.
Council and commissioners agreed they need clearer, proportional consequence frameworks and improved reporting channels. They emphasized that a set of uniform timelines and notice steps (for example: 30 days to cure, staged fines thereafter) could make enforcement more predictable and defensible. Council members urged P&Z to identify where ordinances are vague and where edits would help implement consistent enforcement without unnecessarily criminalizing low-level infractions.
Both bodies also endorsed investing in professional development: conflict-deescalation training and league-provided sessions were highlighted as options to help staff and elected members manage disputes and learn where statutory responsibility lies. The group asked staff to compile recommended ordinance clarifications and training cost estimates for inclusion in the 2026 work plan.
