HRSA opens preliminary UDS reporting environment for 2025 and outlines submission workflow

A Health Resources and Services Administration training webinar on UDS reporting outlined how health centers can use the Preliminary Reporting Environment, or PRE, to begin preparing 2025 Uniform Data System submissions before the reporting window opens.
Alicia Darden, a management analyst on HRSA’s Bureau of Primary Health Care data production team, told participants that the PRE “is a valuable tool designed to help health centers get a head start on the UDS reporting process by allowing you to begin entering and validating aggregate level UDS data before the reporting period begins on 01/01/2026.” She added that access issues to the PRE have been resolved and encouraged centers to use the environment to identify reporting issues early.
Facilitators demonstrated how to navigate to the performance report in the EHBs task list, described the status overview page (which displays an environment banner, a left-hand menu with download/upload/clear-data options, and a forms-status widget), and emphasized that a yellow banner marks the PRE so users can tell whether they are in the PRE, the live reporting environment, or an offline HTML file.
The webinar made clear that PRE use is preparatory: the system locks the submit button in PRE and users cannot submit a UDS report prior to Jan. 1. Presenters reiterated the 2025 UDS submission deadline to HRSA: Feb. 15, 2026, and encouraged attendees to run the Data Audit Report (DAR) and resolve edits before submitting. The DAR checks cross-table consistency; presenters explained users must either fix flagged data or add explanations and rerun the DAR until no required edits remain.
The session closed with links to HRSA resources — the 2025 UDS manual, training and technical assistance pages, and contact forms — and a reminder that the webinar recording and slides will be posted to HRSA web resources within about one to two weeks.
The next procedural step for centers is to load data into the PRE or offline tool, run the DAR, address any cross-table edits, complete the review page, type “I agree” in the certification box, and then use the submit function once the live submission window opens.
