Commission discusses NAPC training options, cost and open-meeting posting rules

The Historic Preservation Commission discussed whether to sign up for National Alliance of Preservation Commissions (NAPC) mentoring and training ("camp") and how to run the sessions.
Dr. Sebring summarized the curriculum and suggested commissioners choose preferred topics such as conservation districts, design review, demolition policy, community engagement and materials/sustainability. "This was brought up at our last meeting about having a camp training," she said, and asked commissioners for topic preferences and feedback to guide a formal vote at a future meeting.
Staff provided pricing and logistics: a virtual six-topic package with three trainers was listed at $5,500 and an in-person six-topic option at $9,000. Mike Cunningham noted trainer travel and honorarium were included in the package description. Commissioners debated virtual versus in-person formats, citing better dialogue in-person but broader access and lower cost for virtual sessions.
City legal counsel reminded the commission about Nevada open-meeting requirements: if a training is not posted as a public meeting commissioners may not deliberate on commission-specific agendas or perform detailed design-review discussions during the session. "The minute we start talking... and start asking the presenter specific questions about this and why can't we do that and should we do this, then you get the blackout," legal counsel said, urging that posted sessions be used when substantive commission deliberation is likely.
Staff will circulate a questionnaire to collect topic and format preferences and return the item for commission action in a future meeting (anticipated later in spring). The commission also discussed opening the training to partner organizations and staff to broaden attendance and value.
