Resident urges Farmington council to claw back $1–2 million after enrollment miss

During the Nov. 10 public comment period, Tim Kelly of 62 Westview pressed the Town Council to scrutinize the Farmington Schools’ current budget after actual enrollment came in lower than a consultant’s projection.
Kelly told the council the consultant’s forecast projected 4,100 students while the district’s actual enrollment was 4,000. "Since we fund education at over 20,000 per student, then a 100 students times 20k is $2,000,000 of over funding," Kelly said, and he recommended the council "claw back up to $2,000,000 from the school budget and return it to the town general fund, or at least claw back 1,000,000 if you're concerned about pulling funds midyear." He also said the miss would reduce the need for three kindergarten classes this September and that the council should require a mid‑cycle budget review.
Kelly questioned why a projection endorsed by an experienced superintendent and board produced such a discrepancy and urged the council to reallocate funds to priorities including pavement, pension funding and social services. The council did not respond with a policy decision during the meeting; the chair closed public comment and proceeded with the agenda.
The resident’s assertions about enrollment and dollar amounts were made as part of public comment and were not tested in the meeting; the council did not take a formal vote or announce a staff directive on the matter during the session.
