Fire task force seeks comparable proposals; Troutdale to hear Gresham presentation in March

Summary
The Troutdale update on a regional fire services task force reported data requests and directed the presenting agencies to provide consistent implementation plans and cost modeling for four governance/options; Gresham will present in March with other options to follow.
At the Feb. 24 council meeting, staff updated the council on the multi-jurisdictional fire services task force. Mike (city staff) said the task force received a set of cost numbers from different providers but found the data lacked a consistent basis for direct comparison. The group directed the entities to return with full proposals and implementation plans so the task force can compare options on an apples-to-apples basis.
The four options the task force is evaluating are: form a new joint district (including Gresham and the three smaller cities), consolidate with Fire District 10, join Clackamas Fire District 1, or continue the current regional agreement. Presentations are scheduled over the next several months (Gresham in March; District 10 in April; Clackamas later), with each presenter asked to provide proposed response times, staffing and capital assumptions so the task force can produce comparable cost and service models.
Staff also said a concise information page summarizing the task force's work will be published and linked to source reports for residents who want full datasets and supporting analyses.
The council heard the update, expressed disappointment that raw numbers were not immediately comparable, and emphasized the importance of response times and clear modeling before recommending structural changes.
