Pontiac council amends omnibus budget, reappropriates $250,000 for homelessness programs

Pontiac City Council on Aug. 27 approved an omnibus budget amendment that rolls forward previously authorized ARPA projects and allocates funds across several programs. In a separate amendment, council reappropriated $250,000 from the general fund into a homeless prevention account to clear a fiscal‑year rollover that had delayed payments to community providers.
Deputy Mayor and finance staff explained that paperwork, procurement compliance and a fiscal‑year rollover had delayed disbursements. Council members expressed frustration about the length of the delay for organizations awaiting funds; the deputy mayor said most funds had not been paid yet because of invoicing and procurement requirements but that invoices are now in and staff expects disbursements after the appropriation.
The omnibus package also included a large set of ARPA rollovers — adding funds for group violence prevention, ARPA compliance management, park improvements, a home repair program, pedestrian enhancements and a small business program — and left a remaining unappropriated ARPA balance to be allocated later. Council adopted the omnibus amendment as amended.
