Council presses administration for detail after ARPA update as uncommitted funds remain

The city’s grants director presented an American Rescue Plan Act (ARPA) status update at the Oct. 8 Pontiac City Council meeting, telling members the city has spent, obligated, appropriated or committed approximately $36.7M of a $37.7M award and has roughly $953,549 still uncommitted and in need of obligation by the federal deadline of Dec. 31.
Council members repeatedly pressed administration officials for clarity about terms — particularly the distinction between "committed" (council action or administrative plan) and "obligated" (a legal or contractual expenditure that meets the federal definition). Deputy Mayor Stevens said many items in the spending plan have been "committed" by council, while contractual execution is required to move them to "obligated." The mayor and grants director said they will provide a more detailed line‑item breakdown and promised additional reporting to the finance and personnel subcommittee.
Members also asked for the status of Ernst & Young contracts and technical assistance providers; administration said Ernst & Young has provided preliminary services but its formal contract had not been executed as of the meeting, and many technical-support provider agreements were still being completed. Council asked for the updated contract list and a schedule for when outstanding agreements will be signed.
Council requested the administration provide the full line-item breakdown they had shown in previous briefings and to bring detailed ARPA obligations to the finance and personnel subcommittee for closer review. The administration said it would deliver more detailed materials and follow up in the committee meeting later that week.
