Delaware County approves $6.38 million GMP amendment for Northstar water plant upgrade

County staff said the portion of the contract before the board — the GMP amendment — is $6,380,000, and that the overall project cost is roughly $6.95 million. "The contract amount for this GMP that you're approving is 6,380,000.00," the project presenter said during the meeting. Staff attributed the increase from earlier estimates chiefly to electrical and instrumentation work required to bring systems up to current code and to more complete 100% design details identified since the preliminary engineering report.
The presenter said the project represents a change in approach from the facility's older plan to use spray fields; under the upgrade the plant will move to a direct discharge under an MPDS permit and will continue to provide irrigation water to a nearby golf course. Commissioners asked questions about cost drivers and timeline; staff said major drivers were electrical rework and control-system upgrades that necessitate touching multiple systems once work begins.
The board also approved Amendment No. 2 to a contribution agreement with North Star New Community Authority. County staff reported the construction cost for the project was stated as $7,820,000; the regional sewer district's share of that total was described as 42% while the developer share was described as 58%. Staff noted the developer had already paid the majority of design costs (described during the meeting as about 74% of design).
Commissioners approved both the GMP amendment and the contribution-agreement amendment by roll-call votes.
What happens next: staff did not state a precise construction start date at the meeting; the approvals allow the county and its CMAR to proceed with contract-level work under the amended GMP and to coordinate developer and district funding per the contribution agreement.
