West Sacramento parks update: contractors, timelines and public-art sessions announced

The West Sacramento Parks & Recreation Commission heard a detailed parks and public-art update at its meeting tonight as staff outlined contractor selections, construction schedules and community outreach events.
The director said a construction management firm has been selected to oversee Bright Park’s master-plan implementation and that a construction contract will be awarded at the March 18 City Council meeting. "A lot going on — parks, parks, parks, and a lot of wonderful things in our community," the director said, adding that construction at Bright Park is expected to begin in June 2026.
Staff also reported that Westacre Park construction is continuing and that completion is expected in May 2026; Heritage Oaks Park is under construction with a projected completion this fall. For Meadowdale Park, Calendar Associates has been selected as the landscape architecture firm to assist community engagement and master planning; staff announced a site walk at Meadowdale on March 5 at 4 p.m. and a public workshop on March 19 from 6 until 8 p.m.
The commission heard that Alice Norman Park’s master-planning outreach is well under way and that an alternatives workshop will be held at 637 Todd Hunter Avenue on Wednesday from 6 to 8 p.m. The director invited residents to a public-art input session immediately after the meeting in the Galleria at City Hall from 6:30 to 8 p.m., and noted an online public-art survey open through March 23 at wesac.city/public-art-survey.
Staff said the city submitted a Land and Water Conservation Fund application for Arlington Park seeking acquisition of 22.21 acres. For Bees Lakes Park, staff reported permitting is in process: the encroachment-permit application has been routed through Central Valley Flood Protection to the U.S. Army Corps for review, the city plans to issue an invitation to bid (ITB) expected to go live in March, and the targeted construction window is June 1 to Nov. 1, contingent on permits. Staff said the Delta Conservancy has agreed to a longer completion horizon (through 2029) if needed and that floating wetlands will be part of the water-clarification work.
Staff also promoted community arts programming: Gallery 1075 will host a women’s-history-month art show on March 12 from 6 to 8 p.m., and artist Shantae Daniels’ gallery reception is scheduled for April 10. The director closed the report by encouraging public participation at workshops and events.
Next steps: the Bright Park contract award is scheduled for the March 18 council meeting, Meadowdale outreach events are scheduled for March 5 and March 19, and multiple parks have projected construction windows in 2026; permitting remains the limiting factor for some projects.
