Church seeks conditional-use approval for childcare, campground and sports field on 11.77-acre Kent County parcel

Chad Warren, a professional engineer with Davis Bone Fadell, told the Kent County Regional Planning Commission on Feb. 5 that Berean Community Church is seeking conditional-use approval to expand its property at 2709 Milford Harrington Highway. The proposal would increase the church parcel to 11.77 acres and add a 6,000-square-foot addition, a 13,920-square-foot sanctuary, a 9,102-square-foot family center with playground, a full-size athletic field, a campground and two ministry residences.
Warren said the plan calls for 229 new parking spaces and — combined with existing stalls — would yield 265 total spaces, including 13 handicap-accessible spaces. Water and sewer for the project would be provided by private on-site well and septic systems. Because the property lies inside an excellent groundwater recharge area, the proposals approximately 35% impervious coverage exceeds the 20% standard for that designation; Warren said the design includes an infiltration basin to manage stormwater runoff and comply with county code.
"The proposed site complies with the Kent County code, and we request conditional use approval for our expansion of the Berean church," Warren said during his presentation.
Warren told commissioners the applicant has been addressing staff comments and will secure required agency approvals before final site-plan approval, including sign-offs from DelDOT, the Kent Conservation District, the State Fire Marshal, DNREC and the Office of Drinking Water. Chair commented, "Well presented," and commissioners asked clarifying questions about potential DelDOT traffic improvements and agency sign-offs.
No members of the public spoke either for or against this application during the hearing. Staff reminded the public that no decision would be made that night; the commission will consider the application at its Feb. 12 business meeting, with all information of record to be reviewed.
Next steps: the planning commission will deliberate and vote at its business meeting on Feb. 12; a simple majority of four members is required for action.
