The Livonia Planning Commission voted to recommend approval of a waiver request to operate a full-service restaurant with outdoor seating at 35841 Plymouth Road, subject to multiple plan and design conditions.
Planner Uhasi described the 1.93-acre site across from the Ford Transmission Plant and said the proposal for a one-story, roughly 8,208-square-foot building meets setback requirements. Staff noted parking questions remain because a final floor plan and seating counts have not yet been submitted; using ITE parking estimates, staff said the site would require roughly 133 spaces, and the preliminary site plan shows 141 spaces including five ADA spaces. The landscape plan includes arborvitae along the south property line to screen neighboring homes.
Petitioners Roman Banaslowski and Greg Marcellus said they will supply detailed elevations and engineering in a subsequent submittal and that they intend a high-quality building and substantial buffering. Neighbors voiced concerns about potential noise, late hours, alcohol service and lighting spill into adjacent yards. Resident Glenn Openlander asked whether "full service" implied alcohol and whether outdoor dining or music could affect sleep; staff and the applicant said liquor licensing and operating hours would be separate considerations and that final details on outdoor speakers and hours would be addressed in later reviews.
Commissioner Droz moved to approve the waiver with conditions requiring adherence to the submitted site and landscape plans, submission of detailed building elevations and materials, signage and utility plans, circulation plans for service and emergency vehicles, lighting limits, and a one-year validity period unless construction commences. The motion passed on a roll-call vote and the recommendation will be forwarded to city council for final consideration.
