Playground project remains contingent on commitment letter; board discusses volunteer-built volleyball court

Town of Newburgh staff told the Parks Board on Oct. 2 that the playground project remains dependent on receipt of a commitment letter and that construction could not begin until the weather allows in spring — roughly around St. Patrick's Day by staff estimates.
"The commitment letter will generate a signature, and we're still, you know, we can't turn dirt till, around St. Patrick's Day," the town manager said. The town manager said the playground committee will likely need another meeting in a month to plan volunteer mobilization and construction sequencing.
Board members discussed phasing work so some elements could begin ahead of full funding. The manager said the ninja course portion of the project was already funded and that parts of the playground footprint could be started earlier if funding and approvals allowed.
Separately, members discussed a volunteer-built volleyball court at Lou Dennis Community Park. One board member estimated volunteer construction could cost roughly $10,000 and emphasized drainage, subbase and non-clumping sand are essential for longevity. Town staff offered to coordinate with engineers and the street crew if the board pursues a volunteer approach.
No formal vote was taken; board members agreed to continue planning and to schedule the playground committee to reconvene. Staff said they would provide updates as funding commitments and the commitment letter arrive.
