Newburgh council adopts 2026 budget, approves sewer permit and $964,702 final contractor payment

The Town of Newburgh council voted Oct. 20 to adopt the 2026 municipal budget and approved several public-works items, including a sanitary sewer construction permit for Powers Place and acceptance of the Blue Lake lift station work with a final pay application.
The council adopted Resolution 2025-08, "a resolution adopting the 2026 budget," after the reading and a motion to accept the reading and adopt. Clerk Treasurer Nanette Angel told the council the adopted resolution will be submitted to the state for approval and published in the standard as the next procedural steps. "The next step in this process is to submit it to the state for approval," Nanette Angel said during the meeting.
Council also read and adopted Resolution 2025-12 to designate a signatory for the CCMG grama application; the motion to adopt carried on the council vote.
On infrastructure matters, the council approved Sanitary Sewer Construction Permit No. 2025-4 for the Powers Place sanitary sewer improvements. Town staff noted this was a town project and therefore did not include a developer sewer agreement; staff and the town's reviewing engineer recommended approval.
The council voted to accept the Blue Lake lift station work as complete and approve the contractor's final pay application. According to the town engineer's presentation, the final pay application included contract work of $809,414.20 plus a full release of retainage of $155,288.17, for a total final payment of $964,702.37. Engineer Drew Flaming recommended acceptance of the work and approval of the final payment; the council approved the recommendation.
Council approved claims and any sewer adjustments as presented by the clerk treasurer. The claims list was provided to council five days prior to the meeting; the clerk requested approval of claims and sewer adjustments and the council voted to pay them.
What happens next: the adopted budget will be submitted to the state for review and published; staff will process the approved construction permit and contractor payment in accordance with town procedures.
