North Bend council approves emergency resolution to hire Barrett Paving for Miami Avenue project

Funding for the project will draw on multiple sources, including an OPWC (Ohio Public Works Commission) grant, a $30,000 CDBG allocation and a municipal road fund award of $90,000; council noted the project is structured so grant funds are applied first and the village repays remaining amounts over a multi-decade term at no interest.
Council member moved to declare Resolution 2026-08 (authorizing the mayor to enter the agreement with Barrett Paving Materials Incorporated for Miami Avenue paving improvements) an emergency and to dispense with three readings; the motion was seconded and the council verbally approved the emergency declaration. Council then moved to approve the resolution to enter the contract with Barrett Paving and again voted verbally in favor.
The administration said a pre-construction meeting with Barrett and engineering consultant JMA is scheduled for Friday to review the contract and project schedule. Officials said work is expected to occur in spring and cover Miami Avenue from US 50 to the border with Cleves.
Council members discussed bid-item costs (for example, center-line and crosswalk treatments) and noted the village’s earlier $10,000 allocation into the Miami Avenue fund. The mayor said the project cost estimates are lower than an earlier 2022 projection and that the timing is favorable while contractors are available.
The council instructed the mayor to sign contract documents and to work with staff to complete necessary paperwork for project initiation.
