RiverCOG to ask DEMHS for $5,000 increase in fiduciary fee and to remove three deliverables

RiverCOG staff told the council July 24 that the organization performs fiduciary duties for DEMHS Region 2 and that those responsibilities now exceed the longstanding $70,000 annual payment. Susie, who presented the overview of the fiduciary role, said costs have risen and that RiverCOG has tracked hours and services more closely than other fiduciary agents.
Susie proposed two actions: (1) send a letter asking DEMHS for an additional $5,000 to cover increased administrative costs, and (2) send a second letter requesting that DEMHS review and remove three deliverables that the staff argue are outside the fiduciary role. She said the three deliverables are largely administrative or programmatic tasks better handled by the DEMHS coordinator or other state staff rather than a fiduciary agent.
Council members discussed whether removing deliverables would affect the $70,000 fee and learned the fee is paid based on deliverables; Susie said the aim is to reduce unnecessary tasks while obtaining a modest fee increase so RiverCOG can cover its costs without drawing on member dues. The council moved and approved both letters on voice votes—the fee request and the deliverable-removal request—and authorized the chair to sign.
Why it matters: RiverCOG’s fiduciary role supports emergency management in Region 2; funding and clarity around deliverables determine capacity to perform required functions. The decisions could change resource flows or the distribution of responsibilities between the state coordinator and the fiduciary agent.
