The ranking member and other supporters emphasized the bill’s focus on victim‑identification training and privacy protections for victims. An amendment adopted during markup ensures appropriated funding flows directly to HSI for the specified positions, and committee members said the positions must remain dedicated to child‑exploitation work, not reassigned to unrelated missions.
The committee adopted the amendment in the nature of a substitute and ordered the bill to be reported favorably.
