The Wells Planning Board on Nov. 4 handled a series of site‑plan and subdivision items, taking votes on performance guarantees, planting timing and continuances while asking staff to finalize findings for future meetings.
R & L Properties LLC: Chamberlain (Atar Engineering) presented updates to a previously reviewed site plan. The board discussed removal of two interior CMP poles and the timing for removal (CMP owns the poles and removal timeline may be outside town control). A board member moved, and the board approved unanimously, a limited allowance for the applicant to install arborvitae as a natural boundary immediately at the neighbor’s property (32 Lord Home Road) provided the code officer approves the installation and the applicant bonds replacements if plants fail. The board also directed the applicant to provide a cost estimate so staff can draft performance‑guarantee language; members suggested bonding roughly 50% of the planting/installation estimate.
Staysail Way (Stay Sail) Subdivision: The board received the preliminary submission and found it complete for purposes of preliminary review but continued the workshop to allow additional traffic and cul‑de‑sac analysis to be completed; the board set a 90‑day continuation to allow interagency review and cost analysis.
Wellesley By The Sea phase 5 and other items: The board received Wellesley By The Sea Phase 5 preliminary submittal and scheduled it for public hearing; it also reviewed Viaway (formerly 88 Brook Mill Road) and accepted preliminary documents while noting the need for future percolation/flow testing if wells are proposed. The board revisited a previously approved site plan amendment for a distribution facility (Show Us distribution center) and asked the applicant to add plan notes setting a two‑year window to start work and a six‑month completion window once construction begins; staff will circulate updated notes and the board set a short continuance for the plan update.
Enforcement and next steps: Board members emphasized that blocking the 20‑foot fire/access lane is a site‑plan violation subject to code enforcement and that code staff will be expected to document and proceed through the violation process if the access is obstructed. Several votes were unanimous; staff will prepare findings and performance‑guarantee language for future agendas.
