Cross Plains rejects county jurisdictional transfer tied to KP path; opts to keep path bid under grant terms

Summary
Trustees voted to reject Dane County’s jurisdictional transfer proposal for the KP path after county cost‑share changes that would have required annexation and long‑term road maintenance commitments. Board directed staff to strip transfer elements and proceed with a grant‑eligible path bid.
The Village of Cross Plains Board of Trustees voted on Feb. 23 to reject a Dane County proposal to transfer jurisdiction of a segment of the KP road associated with a walk/bike path project.
Staff recounted the grant history and said Dane County requested that existing grant funds be applied to the total project cost before splitting the remainder, which raised the village’s share substantially compared with the 2023 understanding. County conditions discussed by trustees included annexation of the road, payment of half the road reconstruction cost and ongoing maintenance and plowing responsibility. Trustees said those conditions increased the village’s long‑term obligations and would not be in the village’s best interest.
After a motion to decline the jurisdictional transfer, the board voted to reject the county’s transfer terms. Trustees directed staff to remove the jurisdictional‑transfer component from the procurement documents and to proceed with a narrower construction scope that preserves the village’s grant eligibility and timelines. Staff noted grant timing is constrained (grants expire in early 2027) and urged expedited design/bidding to meet the 2026 construction window where feasible.
The board discussed alternatives and precedent (other municipalities have declined similar transfers and later renegotiated terms) and asked staff to return with a refined plan for a path that uses the grant while minimizing village capital and maintenance exposure.
