After a motion to decline the jurisdictional transfer, the board voted to reject the county’s transfer terms. Trustees directed staff to remove the jurisdictional‑transfer component from the procurement documents and to proceed with a narrower construction scope that preserves the village’s grant eligibility and timelines. Staff noted grant timing is constrained (grants expire in early 2027) and urged expedited design/bidding to meet the 2026 construction window where feasible.
