The Mayor and council voted to enter a closed session Monday, Nov. 10, 2025, with the public portion of the meeting recessed at 6:00 p.m. Unidentified Speaker announced the closed session would begin in the council chambers and continue with the mayor and council in the conference room on the 2nd Floor.
"The purpose of the closed session is to discuss a personnel matter and a legal matter," the speaker said, citing the legal basis for closing the meeting as "general provisions, article 3-305(d), item 1" to address employment and personnel issues and "item 7" to consult legal counsel and obtain legal advice on a legal matter. The speaker also confirmed the date and time as Nov. 10, 2025, at 6:00 p.m.
When asked for objections to moving into closed session, the speaker said, "Seeing none, we'll take action by going to count." A motion to enter closed session was made and seconded (the speaker addressed "Jack" to take the motion and "Jay" to take the second). The record was read as unanimous: "let the record reflect votes unanimous with all council members present." The speaker closed the public portion with, "See everybody at 06:00."
