Berlin council renews on-call engineering and stormwater contracts with incumbents

The mayor and council approved Motion 2025-68 on Dec. 8 to award on-call engineering contracts to the incumbent firms after a council-led RFQ and interview process. The administration named Mary Wollens as the account administrator overseeing the procurement and recommended continued work with the current firms for continuity and consistency.
"I think that it's important, the Marion Council have always asked that certain contracts go back out for bid periodically," the mayor said, noting due diligence for taxpayer funds. The mayor added that the recommendation to continue with the firms "speaks highly to the work that both firms are doing." A staff presenter summarized the RFQ process and said continuity was the "wise course" following evaluation of submissions.
Several council members who participated in the interviews voiced support. One council member said the interview process was "very informative" and praised the quality of submissions. With no public comment, Council member Mert moved to approve the contracts and Council member Morris seconded. The motion passed unanimously with Council member Nichols absent.
The contract awards follow a competitive RFQ and interview process; staff emphasized the decision favored continuity with firms already familiar with town projects. The council did not discuss contract dollar amounts in the meeting minutes distributed with the agenda.
The administration said it would publish procurement details and any related contract documents in the town packet or on the town website when available. The council did not attach amendments or follow-up tasks to this motion during the meeting.
