Berlin parking subcommittee reports no consensus on paid parking; committee explores phased repairs and grants

The Berlin parking subcommittee told the council on Feb. 9 that, after extensive outreach, there is insufficient support among downtown stakeholders for a paid-parking regime. The subcommittee instead recommended a mix of options: seek targeted grants where appropriate, prioritize repair of the worst municipal lots (for example the lot behind Town Hall and the Post Office lot), and explore event-only paid parking or a voluntary donation campaign as lower-impact alternatives.
Council member Green and other subcommittee members said a one-size-fits-all paid-parking plan was rejected during outreach; local businesses repeatedly said paid parking would harm downtown commerce. Staff suggested a phased approach that tackles the most degraded municipal lots first, uses capital funds where possible, and continues to explore external grant funding and other revenue mechanisms to defray long-term maintenance costs.
