Pitkin County commissioners held a series of citizen-board interviews and discussed regional housing support requests during the Feb. 24 work session.
Interviews and renewals: Wayne Ives appeared for renewal on the Open Space & Trails board and highlighted past conservation wins (Sewell Ranch, Snowmass Falls Ranch) and the board’s biodiversity policy; commissioners discussed trail maintenance, ebike policy tensions and wildlife crossing priorities. Andrew Travers applied for an alternate seat on the Pitkin County Library Board describing strong family use of the county library and engagement in the library’s strategic planning.
Housing AMI waiver request: Ashley Pearl (housing and resiliency staff) presented a regional letter seeking a DOLA AMI waiver for Proposition 1-2-3 programs (equity, land banking and concessionary-debt funding) that would allow regional applicants to use maximum AMI up to 120% instead of current lower ceilings. Staff said regional demand and local housing-needs assessment data support the waiver and that prior AMI waivers elsewhere have reached up to 100% AMI in mountain counties. Commissioners indicated support for submitting the regional letter to the Department of Local Affairs and for using the county’s housing-needs assessment as the certified evidence base.
Why it matters: Reaching higher AMI thresholds can make state housing funds usable for high-cost mountain communities and increase the feasibility of local affordable-housing projects. Citizen-board appointments ensure continuity of local governance and stewardship for open-space and library functions.
What’s next: Staff will finalize the DOLA waiver submission for the regional coalition (Pitkin County, City of Aspen, Basalt and Snowmass Village) and will return with follow-up on eligibility and next steps.
