Platteville approves $8,000 to pursue DOT signals and ITS grant for Water & Pine intersection

The Platteville Common Council approved a budget amendment Aug. 27 authorizing up to $8,000 from CIP fund reserves to hire a traffic engineering firm to prepare an application for the Department of Transportation’s Signals and ITS Stand‑Alone Program (SISP).
Howard, city staff, said the Water and Pine signal was installed in 2006 and key components are at or near the end of their expected life cycle. The SISP program offers up to $1,250,000 per project on a 90/10 match basis; staff estimated a full replacement for the intersection could be in the $500,000–$600,000 range depending on scope.
‘‘The $8,000 is to pay for their grant writers to write the grant,’’ Howard said. Staff said local on‑site data collection would reduce consultant costs and that CIP reserves could cover the application fee if the council approved.
Council discussed grant likelihood and consultant track record; staff said the firm has worked in southern Wisconsin and had previously assisted with signal timing projects but did not provide a success rate for grant awards. Councilmember Todd Casper moved to approve the amendment to fund the application up to $8,000; the motion carried on roll call.
If the grant is awarded, design likely would occur in 2025 with construction in 2026; the city would be responsible for the non‑federal match if selected.
