City staff updated the Common Council on procurement steps for the planned new fire facility at the former OE Grama site on Adams.
Clint said the city issued requests for proposals for multiple construction services and is using a construction manager at risk, Kramer Brothers, to manage subcontract bidding and vetting. Staff have issued two addenda to clarify civil-work questions and anticipated issuing an additional addendum prior to the bid opening. Clint said Kramer Brothers and staff have been encouraging local subcontractors to participate and that questions from bidders are consolidated and answered via staff and the construction manager.
Staff said the bid opening is scheduled for March 18 and Kramer Brothers will present a tabulation and recommendations for subcontract awards for council consideration at the March 25 meeting; because the city is using a construction manager at risk, the council will authorize Kramer Brothers to execute subcontract awards rather than directly awarding each subcontract.
Council members asked whether local contractors had been notified; staff said Kramer Brothers provided notice and staff have reached out to local subcontractors.
