Platteville council awards GPRO contracts for 7th Avenue reconstruction and Pine Street parking; approves sidewalk repairs

"This project will reconstruct 7th Avenue from Camp to Ridge," said Howard (city staff), noting inoperable valves, repeated main breaks and an out-of-service fire hydrant. Staff recommended leaving on-street parking in place initially and adding a five-foot sidewalk with a four-foot terrace to preserve trees and driveway lengths. The council approved awarding Contract 3-25 to GPRO Excavating at the low bid, with the motion carrying on the floor.
The Pine Street Lot 5 reconstruction will replace 50 stalls (including two designated for accessible parking), add new lighting, and install decorative fencing; staff said 14 stalls are leased year-round and 23 are for daily parking. Howard said costs for fence salvage were comparable to replacement and recommended new fencing that can be section-replaced if damaged. Council moved to award Contract 4-25 with alternates to GPRO Excavating for $222,998.26; the motion passed.
On sidewalk repairs, staff presented bids for the annual sidewalk contract and recommended awarding Contract 6-25 to R & T Vigley not to exceed $30,000. Council members pressed for a larger allocation given the city’s miles of sidewalks and rising unit prices; staff explained funding and best-practice constraints (repairs typically funded through tax levy rather than through debt). The motion to award the sidewalk contract carried.
What’s next: contractors will schedule work to minimize disruption; staff said the Pine Street project is planned for summer to limit impacts on renters. Funding for the Pine Street lot combines downtown parking funds and TID 7 resources; sidewalk-repair funding remains in the city’s maintenance budget.
