Lennar seeks Cedar Hills North plan and zoning changes; council approves map amendments to advance project

Steve Trotsky of Lennar Homes asked the Lakeville City Council for support for comprehensive‑plan and zoning map amendments for a project currently called Cedar Hills North.
Trotsky said Lennar is seeking to provide additional housing options in the city and that the developer expects to appear frequently as the project advances. City planning staff (Ms. Goodroad) explained the requested changes: minor land‑use and zoning swaps on the site driven by an existing pipeline and a channel realignment, a shift in some areas from medium‑high density residential (RM3) to lower density classifications where appropriate, and a reallocation to accommodate townhomes and single‑family lots. Ms. Goodroad said the application anticipates roughly 89 single‑family lots and 144 townhome lots.
She said the Planning Commission held a public hearing on Sept. 5, received no public comment, and unanimously recommended approval. Councilmember John Burmell moved to approve a resolution amending the 2040 comprehensive land use map and an ordinance amending the zoning map and to adopt findings of fact for Cedar Hills North; the motion passed on a roll call with unanimous 'Aye' votes. Staff said the preliminary plat and additional materials will return to the Planning Commission and council in November.
