Morrow County commissioners held a zone-amendment hearing on Oct. 7 to consider a request to rezone a parcel from agricultural to C-1 (neighborhood business/retail) and to combine adjacent zoning districts.
Alex Fraser of Hurley and Stewart, representing the applicant, described the parcel configuration and said the zoning commission had recommended approval. He told the board the applicant and planning staff had not received negative public comments and had coordinated with the village mayor and administrator, who raised no objections.
During plat review staff discovered a discrepancy in the mapped court line that altered the parcel’s measured area (staff noted an increase from roughly 0.35 to 0.86 acres). The applicant and planning staff corrected the survey and submitted the updated material to the map room and GIS before the rezoning proceeded further.
Commissioners agreed to delay formal action until the next scheduled meeting, asking staff to prepare a resolution for that session. Staff noted that, if the board approves the amendment at the next meeting, the zoning change becomes official after a 30-day effective period.
Why it matters: Rezoning from agricultural to neighborhood business can change allowable land uses and affect development patterns and neighboring property owners; the board’s decision on the resolution will determine whether the applicant can combine the two zoning districts and proceed with the proposed development.
The applicant said he or representatives will attend the next meeting to answer final questions; the board set the item for the coming Wednesday and directed staff to prepare the resolution and supporting documents.
