Morrow County commissioners increase postage appropriation, approve consent agenda and infrastructure requests

The Morrow County Board of Commissioners voted Oct. 30 to approve its consent agenda, increase a postage appropriation and authorize several infrastructure-related actions.
The board approved bills numbered 1 through 67 and a set of routine items by a roll call vote recorded as unanimous. During discussion of an appropriation of unappropriated certified moneys to the general fund, a commissioner said the county’s next tax-billing mailing from the vendor Smart Bill was "almost $7,000," prompting a proposal to raise the postage line to $25,000 to avoid shortfalls later in the fiscal year. Commissioners voted to increase the postage appropriation.
The board also approved a resolution authorizing Bart Denison, identified at the meeting as the county engineer, to prepare and submit applications for state capital improvement and local transportation improvement programs and to execute related contracts if awarded. Commissioners approved pay application number 6 for Stevens Construction for April.
On technology infrastructure, staff described a proposed 10-year dark-fiber lease for county facilities at 480 Douglas Street. The lease term was presented as a way to spread installation costs and to provide better connectivity and future cybersecurity options for county IT systems; staff noted the health department currently pays about $390 per month for Spectrum internet service. The board approved the fiber lease agreement as presented.
What happens next: staff will proceed with the grant application work through the county engineer, and finance staff will reflect the increased postage appropriation in upcoming financial statements.
