Commissioners approve minutes, bills, ARPA appropriation and transfers; TAP inspection bills to be reviewed

The Morrow County Board of Commissioners approved the minutes from the Dec. 4 regular session and voted to approve a batch of routine bills during the Dec. 9 meeting. Chair calls produced recorded 'yes' responses from the commissioners present.
The board also approved appropriating unappropriated certified monies for the board of developmental disabilities (DD) ARPA grant fund. Speaker 3 framed the ARPA appropriation as additional funds the county had received for grantees. "This is just additional funds that we've received that we want our grantees," Speaker 6 said during the discussion.
Members discussed TAP (tap) inspection invoices from Chesterville that appeared to include work invoiced for multiple years. Speaker 4 said some inspection fees ($250 per permit) had been collected at the time permits were issued but invoicing to the county had not always occurred; the board agreed to table further action and review the invoices and records before approving payment.
The board also approved transfers to the general-auditor fund and the engineer's fund. Speaker 3 called roll for those motions, and members answered in the affirmative.
The board will ask staff to review the inspection invoices and report back with a clarified billing history before final payments are recorded.
