Panama City accepts $1.5M state grant boost for Pretty Bayou sewer project, approves CEI contract amendment

Panama City’s Commission voted Feb. 24 to accept a $1.5 million increase in state grant funding for the Pretty Bayou/Kings Point septic-to-sewer Phase 3 project and approved a related professional-services amendment for construction engineering and inspection (CEI).
City staff said Amendment No. 6 to the existing subrecipient agreement with the Florida Department of Environmental Protection adds $1,500,000 with no city match, increasing the total grant to $8,499,520. Staff described Phase 3 as including roughly 16,000 linear feet of low-pressure sewer, about 15,400 linear feet of potable water main tie-ins, and installation of 35 additional fire hydrants to improve service and fire coverage in multiple neighborhoods.
"Amendment number 6 adds $1,500,000.00 to the agreement with no match from the city, increasing the total grant amount to $8,499,520.00," a staff presenter stated while summarizing the funding and project scope.
The commission also approved Panhandle Engineering Amendment No. 7 to Task Order 13067, authorizing up to $230,000 for CEI services and raising the task order total to $1,381,320. Staff said the amendment will allow Panhandle to provide 30% design-level planning, construction management and on-site inspection services necessary to advance Phase 3 to bid and construction.
Both votes passed 4-0. Staff said they will advertise for bids and proceed with procurement steps upon completion of required design and CEI scopes.
