Berlin proposes $60 flat fee for light residential repair permits to lower cost barrier

Acting planning director Ryan Hardesty told council the change is intended to reduce the financial barrier for routine maintenance and to reflect that these permits require significantly less review time than major renovations. Council members clarified that projects within a historic district would still require historic-approval review and that the new fee would not alter the rest of the building-permit fee structure.
Staff said the flat fee would never exceed $60 for qualifying repairs and was modeled on similar streamlined permit approaches. Council members responded positively, saying the policy encourages property upkeep and helps avoid property deterioration.
The resolution to add the $60 flat-fee category was included among items advancing on the agenda; staff will incorporate the change into the fee schedule and bring final language for formal adoption.
