Council debated whether the fee should be per parcel or per variance and whether additional variances on the same parcel should be charged at a lower incremental rate. Councilman Franklin moved to amend the proposal to set $250 for each additional variance on the same parcel (after the $1,000 base), a change the council adopted; the amended resolution passed 4–1 (Councilman Smith opposed).
Jared (staff) reviewed residential waste collection changes under the city’s contract with CWD, reporting an approximate 2.67% increase ($0.44) for a standard household and a 3.13% increase ($0.20) for additional carts. Jared said the increase reflects fuel and labor costs and that commercial rates are set by CWD directly.
Council discussed the financial and administrative rationale for fees and asked staff to revisit any granular adjustments if cost analyses change. The amendment and fee schedule changes were adopted by recorded vote.
