Staff described one parcel recently purchased by the Economic Development Corporation (EDC) and a larger 322‑acre tract being purchased under contract by a private buyer who plans to seek zoning in January or February. Both petitions are voluntary and will be considered at the same hearing; staff will publish notice and prepare a service plan for the annexation areas.
Council moved and approved the resolutions to set hearings and begin annexation proceedings; the votes were recorded in favor and the items were scheduled for the council’s January meeting.
