FERC adopted an order (referred to in the briefing as E1) asking the North American Electric Reliability Corporation (NERC) to evaluate whether exemptions for certain inverter-based resources are appropriate. The Chairman emphasized the order does not itself provide exemptions: "The order doesn't get exemptions. It asks NERC to make an examination of whether there should be" and later, "I personally don't favor exemptions. I think the reliability standard should be applicable."
Asked about industry concerns that exemptions could be problematic given prior events when inverter-based resources tripped offline, the chairman reiterated that the order leaves discretion to NERC and that the commission set a process rather than prescribing exemptions.
A follow-up exchange confirmed the commission vote on the order was recorded as 4-0 in favor.
The Chairman noted that many details about implementation will depend on NERC's review and subsequent recommendations, and that any future exemptions would be a matter for NERC and for potential future FERC decisions.
