City clarifies Sunset Ridge development agreement will pursue NRCS reimbursement option if available

City staff told the council on Feb. 3 that a previously approved resolution for the Sunset Ridge development agreement (Resolution 12-03-2025) includes minor clarifications and one substantive addition: if Natural Resources Conservation Service (NRCS) funding becomes available to offset the cost of a large-diameter pipe required for the development, the city will facilitate reimbursement.
Staff said the city still retains responsibility to install the pipe and that any changes to pipe diameter or location remain the developer's responsibility, but the clarification preserves the city's intent to help secure reimbursement sources if they arise. "If there's NRCS funding that's available to help compensate for the large diameter pipe ... we would help facilitate such reimbursement," staff said.
The council did not take final action on the language during the work session; staff said most other changes to the development agreement were date corrections and non-substantive clarifications. Staff offered to answer questions and will present the clarified agreement for ratification at the upcoming meeting.
