Planning staff summarized the proposals as largely technical or consistency-focused: a recommended change to the Central Business District zoning map (per the planning commission), an update so temporary business licenses reference a table of specific durations rather than a generic universal period, an amendment to attachment ADU parking rules to conform with recent state law (limiting cities from requiring more than one parking space for attached ADUs), and a change to retaining-wall measurement language so height is measured from the bottom of the footing to the top of the wall, matching the state definition.
Council members asked whether the retaining-wall measurement change could raise construction costs and whether state changes limiting ADU regulation could affect local moderate-income housing tactics. Planning staff said the changes are primarily for consistency across jurisdictions and noted additional state action may require future local strategy adjustments.
No formal votes on ordinances were taken during the work session; the items were presented for council review and will return on the regular meeting agenda for formal action.
