Santaquin council reviews meeting protocols, affirms mayor pro tem practice

Santaquin City Council members on Feb. 3 attended annual training on meeting procedures and clarified routine administrative practices ahead of the regular meeting.
An outside presenter reviewed the role of the chair, meeting structure and use of parliamentary procedure, urging consistency without excessive formality. "Robert's Rules provides a framework for structuring meetings," the presenter said, recommending clear agendas, roll call records and rules for public comment. Staff reported the city’s public forum is currently capped at 30 minutes total, with a maximum of five minutes per speaker.
Council members also asked whether the mayor pro tem needed re-approval at each meeting. Staff answered that the mayor or mayoral office can assign a mayor pro tem for a term (one meeting, a month, or a year) and that a yearly appointment does not require re-ratification at every meeting; council practice for Jeff was described as an annual assignment.
During general business, Council member Brian raised a budget question about an annual Adobe Creative Cloud subscription, estimated in discussion at about $700 per year, and asked whether the city needs the full suite. Staff said the software is used by the website administrator and other staff members and that they will review usage and possible alternatives ahead of the coming budget cycle.
The work session concluded after a brief Q&A and a motion to adjourn, which was passed by voice roll call.
