Among the items approved by roll call were: replacement of eight commercial dryers for the correctional facility ($398,256); a one‑year supply contract for laundry chemicals ($70,475); a two‑year inmate apparel contract ($350,000); 90‑day contract extensions for GD Correctional Services (up to $3,000,000) and CFG Health Systems (up to $5,400,000), and a 20% change order for CFG Health Systems not to exceed $3,720,000 to cover increased inmate health costs. The hospital center was authorized to award a three‑year pharmacy services contract not to exceed $6,500,000 and a three‑year reimbursement services contract not to exceed $505,000.
Procurement and operations approvals included BrightView Engineering for construction engineering on Grove/Clinton/Irvington avenues ($280,000), a two‑year roadway salt contract exercise (Morton Salt/Atlantic Salt; aggregate not to exceed $5,000,000), fuel system maintenance and fire safety inspection contracts, and multiple Turtle Back Zoo contracts for animal feed and hay.
The board accepted several grants and reimbursements, notably $1,375,000 for Branch Brook Park pedestrian improvements and $400,000 for Riverbank Park, a $2,000,000 NJDEP reimbursement agreement for mosquito control and reimbursements to the Board of Elections for 2025 voting operations totaling roughly $742,000.
Other administrative actions included approval of a countywide 2026 omnibus purchasing authority (up to $40,000,000), a two‑year FMLA contract extension, and an administrative lease for office space in West Orange. The TMDR feral‑cat program change order increased program funding from $200,000 to $350,000.
Most items were moved and approved by voice/roll call with Commissioners Richardson and Seybold absent for several votes; the deputy clerk read roll calls for each grouped package and recorded 'yes' votes for the commissioners present.
