Sarasota County: federal grant rules limit bus rentals and current infrastructure delays electric-bus adoption

Summary
County officials said federal grant restrictions bar Breeze from renting buses for private events, and that current routes and station infrastructure make a near-term switch to electric buses impractical without a costly overhaul.
Sarasota County officials said Breeze cannot rent county buses for private events because federal grant conditions prohibit using public funds to compete with the private charter bus industry, Miranda Lansdale said.
“ We do use grants to pay for quite a bit of what we do here. ... we are not allowed to compete with the charter bus industry, so we can't use public funds to compete with private industry, ” Lansdale said, explaining why Breeze does not offer bus rentals for private parties.
Lansdale also addressed why Breeze has not adopted electric buses despite available funding opportunities. She said some funding requires agencies to submit a detailed plan and that Breeze’s current routes and station infrastructure are not compatible with the available electric‑vehicle technology; a major, expensive overhaul would be needed before conversion.
County staff did not provide cost estimates or a timeline for vehicle electrification, and they described the necessary planning and infrastructure changes as prerequisites to pursuing grant funding for alternative‑fuel vehicles.
