The Planning Commission approved a special land use and site‑plan review on Sept. 25 for a proposed upper/lower duplex at 1058 Butterworth Street that will add two housing units (a three‑bedroom and a six‑bedroom unit) and three on‑site parking spaces.
Staff explained the unimproved 5,456‑square‑foot lot meets minimum green‑space requirements (plan shows 35.4%) and that the duplex design appears to meet setback, transparency and parking standards for the TN LDR zone. The plan provides a front porch for a pedestrian orientation and three on‑site parking spaces behind the house as required for a two‑family dwelling.
Applicant Ricardo Labra, who purchased the parcel earlier this year, told commissioners he has built similar duplexes nearby and intends to use comparable materials. Commissioners said the proposal fits the character of the block and supports the Butterworth area specific plan’s emphasis on infill housing. The motion to approve included standard conditions and a note that the basement shall not be converted into a third dwelling unit.
