The Santa Barbara Historic Landmarks Commission on Feb. 25 granted final approval to a proposed project at 628 State Street in the El Pueblo Viejo landmark district, approving two small buildings, a trellis and outdoor dining area after design refinements and a brief commission review.
Architect Kevin Moore presented working drawings and explained changes made since the commission's project design approval on Dec. 17, 2025: the main parapet was raised for stronger presence, divided lights were added where possible, the trellis height was lowered to about 10—— to 11 feet, wood plank doors with v-groove detailing were specified, and connection details for the trellis were revised so fasteners would be hidden.
Staff noted the project qualified for a CEQA exemption. Commissioners asked technical questions about a beam-end detail and trellis support; the applicant said the intent is a seamless connection and that the trellis would use blind connections.
Commissioners praised the detailing and commended the applicant for responding to prior requests. One minor design comment was added: commissioners asked that a vertical muntin on the bank of windows beneath the roof be removed to better match other window proportions. A motion for final approval as requested, with that comment, was made, seconded and passed on roll-call vote. The commission recorded unanimous support among present members.
Staff announced the decision is appealable to the City Council within 10 days.
