Director Hameed Malik presented a new engineering upward‑mobility plan intended to strengthen recruitment and retention by creating a career ladder with experience thresholds, certification incentives and a phased implementation tied to budget cycles.
Malik told the committee the engineering department is understaffed for current workloads and has lost mid‑level managers because of limited promotional pathways. He asked the commission to approve the plan so staff could develop implementation details, including projections for FY 2028 budget adjustments. Deputy Administrator Jackson and HR confirmed they had reviewed the plan and recommended further summary detail be returned to the commission for budget consideration. The committee voted unanimously to approve the mobility plan as policy guidance and directed administration and HR to integrate it into the upcoming compensation work.
Malik said full implementation will take multiple years and may require phased budget adjustments; the administration said it will present financial impacts to the commission during the FY 2028 budget process.
