Board members expressed frustration on Dec. 17 that an appeal expected to be heard at the meeting was delayed because required materials were not available. One member said the appeal had been filed about six months earlier and urged the board and staff to adhere to bylaws and timelines to avoid lengthy delays.
To address recurring scheduling problems, a member said they will circulate suggested bylaw amendments to the board and OPA. Proposed changes include a cancellation-notice requirement (suggested at least one week’s notice) and a deadline requiring appeal packets be distributed to board members at least two weeks before a scheduled hearing. The proposals are intended to create predictable timelines and reduce last-minute schedule changes that inconvenience volunteer board members and appellants.
The board also discussed larger changes to meeting cadence for 2026, including options to move to bimonthly or quarterly meetings with the option to call special meetings when contested appeals are ready. No bylaw changes were adopted at the Dec. 17 meeting; a follow-up discussion and formal proposals were planned for January.
