County leaders signal employee pay and infrastructure as top FY2027 budget priorities

Council members said low pay and retirement/benefit issues are driving turnover and urged the county to prioritize salaries and retention as part of FY2027 planning.
Council members repeatedly cited reports showing the county's placement near the bottom of comparative pay lists and urged the manager and finance staff to consider retirement system changes and compensation packages for EMS, corrections and other frontline staff. Speaker 3 said the county must "take care of the people that we have working for us," and multiple council members voiced support for examining retirement and benefit structures alongside pay adjustments.
County staff said department budget reviews will begin next week and described development of a public‑facing budget book to improve transparency. The county manager also reminded the public of three strategic‑planning public hearings to be held Jan. 26 (Church Creek Fire Company), Jan. 27 (East New Market Fire Company) and Jan. 28 (Cambridge public library); staff asked residents to complete forthcoming surveys to inform priorities.
Council members expressed concern that state budget pressures, including an identified large state deficit mentioned during discussion, could shift costs to counties and complicate Dorchester's budgeting choices. Staff said they will meet with state contacts and return with more detailed analysis for inclusion in early budget discussions.
